Despite growing opposition to the Welsh government’s blanket ban on selling 'non-essential' goods in supermarkets, babywear is the only clothing category to be allowed during the country’s lockdown.

However, sales of other clothing remain on the banned list until lockdown ends on November 9. But the devolved government also conceded that customers should be able to ask for non-essential items in “exceptional circumstances”.

Meanwhile, the supermarket retailers have made their own proposals to "resolve confusion" over sales of non-essential items during Wales' lockdown.

They said such items should remain on shelves and not be cordoned off, but should have signs advising customers to put off non-essential purchases. "The final liability ought to rest with the customer," the BBC reported the retailers as saying.

The latest minor relaxation of its guidance came after the government promised to “tweak” its non-essential list of goods this week. It has held meetings with businesses and trade unions after a consumer backlash following the closure of supermarket sections selling clothes and other items.

The Welsh government said it had "positive discussions" and that it had "clarified that a sensible system should be introduced whereby customers can ask to buy non-essential items by exception under the regulations".

It said it showed building public trust was vital. "We are hopeful this provides a workable solution for retailers and customers," it said.

"However, we cannot move away from the central principle that retailers must restrict the sale of non-essential goods for the duration of the firebreak. We are asking the public to continue to support the effort by restricting unnecessary journeys and shopping".
